What is the Texas Home Living (TxHmL) Program?
The Texas Home Living (TxHmL) program is a Medicaid waiver program authorized under Section 1915(c) of the Social Security Act. It provides essential community-based services and supports to individuals with an intellectual disability or a related condition who live in their own homes or in their family’s homes.
Unlike 24-hour residential waiver models, TxHmL is specifically tailored for individuals and families who desire targeted daytime support, community living assistance, specialized clinical therapies, caregiver relief, and physical home adaptations while maintaining independent family residence.
- Person-Centered Planning: Support schedules and developmental objectives crafted to fit the individual’s unique lifestyle and family routine.
- Comprehensive Benefits: Essential services including Community Support, Day Habilitation, Respite, Nursing, and Specialized Therapies.
- Certified Direct-Care Staff: Rigorously trained, background-checked caregivers committed to dignity, empowerment, and safety.
- Local LIDDA Coordination: Seamless partnership with Local Intellectual & Developmental Disability Authorities throughout Texas.

Frequently Asked Questions About TxHmL
Key information to help Texas families understand program guidelines and provider selection.
Who is eligible to participate in Texas Home Living (TxHmL)?
To be eligible for the TxHmL waiver program, an individual must:
- Live in their own home or in their family’s home in Texas.
- Have a diagnosis of an intellectual disability or a related condition with an onset before age 22.
- Meet the Level of Care I criteria for an Intermediate Care Facility for Individuals with an Intellectual Disability (ICF/IID).
- Be eligible for Texas Medicaid benefits.
- Not be enrolled in another Medicaid waiver program simultaneously.
How does TxHmL differ from the HCS waiver?
The primary distinction is residential placement. The HCS program includes 24-hour residential options (such as 3-bed or 4-bed group homes and foster/companion care), whereas TxHmL is specifically designed for individuals living in their own home or family home. TxHmL provides targeted daytime, in-home, and clinical supports to help families care for their loved ones independently.
Can an individual receive Day Habilitation and Respite together?
Yes. Many TxHmL participants attend our structured Day Habilitation center Monday through Friday for daytime socialization and vocational development, while their family also utilizes Respite services for evening, weekend, or planned relief.
How do I select ABACO Healthcare as my TxHmL provider?
You have the absolute right to choose or transfer your provider at any time.
